GENERAL REGULATION on awarding of grants for research and documentation, as well as ensuring other forms of material support (residency) – 2023 - 2024


CHAPTER I - GENERAL DISPOSITIONS


Art. 1

(1) Research and Documentation Grants and other forms of material support (residency) are granted to individuals under the conditions set out in this Regulation by matching the amounts allocated to this purpose.

(2) Amounts awarded for research and documentation grants and other forms of material support (residency) shall be used only for the purpose for which they were allocated.

Art. 2

(1) The contractual staff of the Romanian Cultural Institute as well as their relatives (first degree relatives and spouses) cannot benefit from these research and documentation grants and other forms of material support (residency) during the period of the individual employment contract.

(2) Individuals can apply for several types of grants, but they will benefit from only one grant for research and documentation or another form of material support (residences) only once during a budget year.

(3) Individuals who have benefited from a grant for research and documentation or another form of material support (residency) will no longer be able to apply for a period of five years.

(4) An exception to art.2, paragraph 3 is made for persons who have benefited from grants (residency) for translators in training, who can receive, within five years, a Scholarship for professional translators.

CHAPTER II - PROCEDURE FOR AWARDING GRANTS FOR RESEARCH AND DOCUMENTATION AND OTHER MATERIAL SUPPORT FORMS (RESIDENCES)

Art. 3

Research and documentation grants and other forms of material support (residency) will be awarded for the following areas:

1. Visual arts, curators and critics of art, museology / museography;

2. Music and musicology;

3. Journalism;

4. Translations;

5. Architecture, Urbanism and Design;

6. Literature and literary criticism;

7. Cultural heritage;

8. Cultural management;

9. Economic Sciences;

10. Human and Social Sciences;

11. Cultural diplomacy;

12. Cultural and/or scientific exchange.

Art. 4

(1) Grants for research, creation, documentation, intercultural or scientific exchange and other forms of material support (residency) are awarded based on the evaluation and selection criteria approved at the board level of the Romanian Cultural Institute.

(2) For each budgetary year, the evaluation and selection sessions shall be organized in accordance with the Annexes to this Regulation.

(3) The President of the Romanian Cultural Institute may approve the organising of other evaluation and selection sessions on other dates than those mentioned in paragraph 2, in compliance with the provisions of this regulation, if the number of scholarships is not covered or the number of applications submitted was lower than the number of scholarships awarded.

Art. 5

(1) The announcement regarding the organizing of the selection shall be published on the website of the Romanian Cultural Institute and on the websites of the Romanian cultural institutes abroad, as the case may be, and shall be displayed at their headquarters.

(2) The announcement for organizing the selection shall include: the areas for which the selection is organized, the deadline for submitting the files, the documents required in the application file, the evaluation criteria and the amount allocated to each scholarship and other forms of material support.

Art. 6

(1) The application file for research and documentation grants and other forms of material support (residency) shall contain, in a binding and cumulative way, the following documents:

a) the application form, signed and dated, in which the name of the study scholarship and other forms of material support (residency), the period for which funding is requested, as well as the correspondence address and contact details of the applicant are included;

b) Curriculum vitae, containing detailed information on the competitive activity of the candidate;

c) copy of the identity card / passport;

d) copy of the bachelor's degree; provided that the candidate is also a graduate of advanced studies, copies will be added after these documents, according to the annexes;

e) letter of intent and work plan;

f) two letters of recommendation from specialists in the proposed research field.

(2) The application file for grants and other forms of material support (residency) may contain relevant documents, other than those mentioned in par. 1, as specified in the Annexes to this Regulation.

(3) The files are sent online to the address communicated in the public announcement by the RCI, during the registration period communicated by the RCI.

(4) Incomplete files or files sent after the submission period has expired will be declared ineligible;

(5) Candidates will submit the documents required for registration, in simple copy, together with the declaration on their sworn statement, signed, dated, from which it can be concluded that the documents are in accordance with the original.

Art. 7

The number of grants for studies and other forms of material support (residency) is set out in the Annexes to this Regulation.

Art. 8

The criteria for assessing applications for grants for studies and other forms of material support (residency) will be communicated together with the announcement of organizing the selection, according to art. 6 par. 1.

Art.9
(1) Awarding the research and documentation grants and other forms of material support (residency) shall be based on the decision of the evaluation and selection commission.

(2)The lists containing the proposals for the members who will be part of the evaluation and selection commissions will result from the consulting the relevant institutions.

(3) The evaluation and selection commissions are approved by the Steering Committee and are consisting of a non-even number of members appointed by order of the President.

(4) The coordinators of the grants and residencies program have the role of secretaries of the files evaluation commission (they ensure the candidates' files available to the commission members, draft the minutes concluded by the commission members).

Art. 10

(1) Each request shall be analysed by the members of the Commission and evaluated according to the provisions of Art. 9.

(2) The decision of the commission establishes the result of the selection (the ranking resulting from the evaluation).

(3) The full list (admitted and rejected), including the results of the selection process, as well as the period for the awarding the research and documentation grants and other forms of material support (residencies), will be subject to the validation of the Steering Committee of the Romanian Cultural Institute before it is be published.

(4) To be submitted for information of the Steering Committee meeting and written recommendations on each of the applications declared ineligible, if any.

Art. 11

(1) The list containing the elements provided in art. 10 par. (2) shall be published on the website of the Romanian Cultural Institute and on the websites of the Romanian cultural institutes abroad, as the case may be, and shall be displayed at their headquarters within maximum ten days from the issuance of the decision by the evaluation commission and selection.

(2) Complaints may be submitted, in writing, within a maximum period of three working days, calculated from the date of publication of the list, during the working hours of the RCI.

Art. 12

(1) Complaints are filed at the headquarters of the Romanian Cultural Institute, Bucharest, Aleea Alexandru no. 38, sector 1 or at the headquarters of Romanian cultural institutes abroad, as the case may be, as well as by e-mail (burse@icr.ro), within a maximum period of three working days, calculated from the date of publication of the list, during the financier's working hours.

(2) The commission appointed in analysing the complaintsfor resolving appeals will be consisting up of a non-even number of members. Persons who were previously members of the initial evaluation and selection commissions may not be members of the commissionfor resolving complaints.

(3) The composition of the complaints panel and the list of alternates shall be decided together with the composition of the Evaluation and Selection Board at the meeting of the Steering Committee.

(4) Complaints are resolved within fifteen (15) working days from the date of expiry of the deadline for submitting the complaints.

(5) The results regarding the resolution of complaints will be communicated individually to the candidates by e-mail and will also be posted on the website.

Art. 13

(1) Awarding of grants for research and documentation and other forms of material support (residency) is based on an agreement concluded between the Romanian Cultural Institute and the beneficiary.

(2) The agreement stipulated in for in paragraph (1) will include, mandatory, all the specific elements of an agreement, such as: commitment of using the grant for the purpose of which it was awarded, drafting activity reports certifying these activities, participating in the activities undertaken by the RCI during their activity in the chosen countries, to mention in all scientific and public communications (printed press, radio, TV and internet sites), respectively in the materials written during the internship, the fact that the product was obtained as a result of the research carried out as a grant holder of the Romanian Cultural Institute. Also, the exchange agreement will contain specific clauses regarding its termination, as well as clauses regarding the restitution of the amounts granted in case of agreement termination.

(3) In the case of translators, both trainees and professionals, to the aforementioned obligations, it is added the obligation to send, within 30 days from the end of the grant period, an extract of between five (5) pages, in in the case of trainee translators, and ten (10) pages for professional translators, of the translation they perform. Grant holders have the freedom to choose the desired fragment, which they will send, along with the extract from the work written in the original language.

(4) The drafting of reports (intermediate, where applicable, and final) is done in accordance with the specifics of each scholarship. The interim report and the final report must comply with the model provided by the annexes of this regulation. The report must be dated and signed by the fellow.

* in the case of translators in training, all types of activities specific to the grant, undertaken within the period of the internship, must be included, along with extracts from the documents studied or

those drawn up by the grant holder (research plan, calendar of activities, documents related to conferences, workshops etc.).

* in the case of grants that do not involve partner institutions, the scholarship holder is obliged, by agreement, to provide proof of his travel to/from Romania, as the case may be, by plane, train, bus

tickets, etc., as well as proof of participation in the activities undertaken at the institution mentioned in the application file.

(5) The final report for each scholarship must be submitted by December 15th of the budget year.

*if, under special conditions and for valid reasons, the grants period exceeds the end of the budget year, the final report must be sent within a maximum of fifteen (15) days from the end oin a maximum of fifteen (15) days from the end of the scholarship.
