General Regulation – Scholarships and Residences – 2025-2026

The Scholarship Program of the Romanian Cultural Institute aims to support researchers, translators, cultural journalists, and, last but not least, artists, in their efforts for specialized training, both in Romania and abroad, ensuring permanent communication between different international platforms that support and capitalize on the results of their work.

CHAPTER I


GENERAL DISPOSITIONS


Art. 1

(1) Research and Documentation Scholarships and other forms of material support (residency) are granted to individuals under the conditions set out in this Regulation by matching the amounts allocated to this purpose.


(2) Amounts granted for research and documentation scholarships and other forms of material support (residence) shall be used only for the purpose for which they were allocated.


Art. 2

(1) The contractual staff of the Romanian Cultural Institute as well as their relatives (first degree relatives and spouses) cannot benefit from these research and documentation scholarships and other forms of material support (residences) during the period of the individual employment contract;

(2)Individuals can apply for several types of scholarships, but they will benefit from only one scholarship for research and documentation or another form of material support (residences) only once during a budget year;

(3) Individuals who have benefited from a scholarship for research and documentation or another form of material support (residence) will no longer be able to apply for a period of five years;

(4) An exception to art.2, paragraph 3 is made by persons who have benefited from Scholarships (residences) for translators in training, who can receive, within five years, a Scholarship for professional translators.

(5) Candidates declared winners by the evaluation committees and who for personal or professional reasons cannot complete the full research scholarship, will not receive the scholarship and will be replaced by other candidates, according to the obtained score.

CHAPTER II

PROCEDURE FOR GRANTING SCHOLARSHIPS FOR RESEARCH AND DOCUMENTATION AND OTHER MATERIAL SUPPORT FORMS (RESIDENCES)

Art. 3


Research and documentation scholarships and other forms of material support (residency) will be awarded for the following areas:

1. Visual arts, curators and critics of art, museology / museography;

2. Music and musicology;

3. Journalism;

4. Translations;

5. Architecture, Urbanism and Design;

6. Literature and literary criticism;

7. Cultural heritage;

8. Cultural management;

9. Economic Sciences;

10. Human and Social Sciences;

11. Cultural diplomacy;

12. Cultural and/or scientific exchange.

Art. 4

(1) Scholarships for research, creation, documentation, intercultural or scientific exchange and other forms of material support (residences) are granted based on the evaluation and selection criteria approved at the level of the Romanian Cultural Institute.

(2) For each budgetary year, the evaluation and selection sessions shall be organized in accordance with the Annexes to this Regulation.

(3) The President of the Romanian Cultural Institute may approve the organization of other evaluation and selection sessions on other dates than those mentioned in paragraph 2, in compliance with the provisions of this regulation, if the number of scholarships is not covered or the number of applications submitted was lower than the number of scholarships awarded.

Art. 5

(1) The announcement regarding the organization of the selection shall be published on the website of the Romanian Cultural Institute and on the websites of the Romanian cultural institutes abroad, as the case may be, and shall be displayed at their headquarters.

(2) The announcement of the organization of the selection shall include: the areas for which the selection is organized, the deadline for submitting the files, the documents included in the application file, the evaluation criteria and the amount allocated to each scholarship and other forms of material support.

Art. 6

(1) The application file for research and documentation scholarships and other forms of material support (residence) shall contain, in a binding and cumulative way, the following documents:

a) the application form, signed and dated, in which the name of the study scholarship and other forms of material support (residence), the period for which funding is requested, as well as the correspondence address and contact details of the applicant are included;

b) Curriculum vitae, containing detailed information on the competitive activity of the candidate;

c) copy of the identity card / passport;

d) copy of the bachelor's degree; provided that the candidate is also a graduate of advanced studies, copies will be added after these documents, according to the annexes;

e) letter of intent and work plan;

f) two letters of recommendation from specialists in the proposed research field.

(2) The application file for scholarships and other forms of material support (residency) may contain relevant documents other than those mentioned in par. 1, as specified in the Annexes to this Regulation.

(3) The files are sent online to the address communicated in the public announcement by the RCI or via transfer link, during the registration period communicated by the RCI.

(4) Incomplete files or files sent after the submission period have expired will be declared ineligible;

(5) The reasons for each of the candidacy files declared ineligible are sent to the members of the Steering Committee for information.

(6) Candidates will submit the documents required for registration, in simple copy, together with the declaration on their own responsibility, signed, dated, from which it can be concluded that the documents are in accordance with the original.

Art. 7

The amount of scholarships for studies and other forms of material support (residence) is set out in the Annexes to this Regulation.

Art. 8

Criteria for assessing applications for grants for studies and other forms of material support (residence) will be communicated with the announcement of the organization of the selection according to art. 6 par. 1.

Art.9

(1) The grant of research and documentation scholarships and other forms of material support (residences) shall be based on the decision of the evaluation and selection committees.

(2) The lists containing the proposals for the members who will be part of the evaluation and selection commissions will result from the consultation of relevant institutions.

(3) The evaluation and selection commissions are approved by the Steering Committee and are made up of an odd number of members appointed by order of the President;

(4) The coordinators of the scholarships and residencies program have the role of secretary of the files evaluation commission (they make the candidates' files available to the commission members, edit the minutes concluded by the commission members).

Art. 10

(1) Each request shall be analyzed by the members of the Commission and evaluated according to the provisions of Art. 9.

(2) The decision of the commission establishes the result of the selection (the ranking resulting from the evaluation);

(3) The full list (admitted and rejected), including the results of the selection as well as the periods for the grant of research and documentation scholarships and other forms of material support (residencies), will be subject to the validation of the Steering Committee of the Romanian Cultural Institute before it will be published.

Art. 11

(1) The list containing the elements provided in art. 10 par. (2) shall be published on the website of the Romanian Cultural Institute and on the websites of the Romanian cultural institutes abroad, as the case may be, and shall be displayed at their headquarters within maximum ten days from the issuing of the decision by the evaluation commission and selection.

Art. 12

(1) Complaints are sent online to the address communicated in the public announcement by ICR, within a maximum of three working days from the date of publication of the list. The appeal must be signed by the candidate.

(2) The commission for resolving appeals will be made up of an odd number of members. People who were previously members of the initial evaluation and selection commissions cannot be members of the commission for resolving appeals;

(3) The composition of the appeal panel and the list of alternates shall be decided together with the composition of the Evaluation and Selection Board at the meeting of the Steering Committee;

(4)Appeals are resolved within a maximum of fifteen (15) working days from the date of expiry of the deadline for submitting appeals.

(5) The results regarding the resolution of appeals will be communicated individually to the candidates by e-mail and will be posted on the website.

CHAPTER III.

SCHOLARSHIP CONTRACT

Art. 13

(1) Granting of grants for research and documentation and other forms of material support (residences) is based on a contract concluded between the Romanian Cultural Institute and the beneficiary;

(2) The contract provided for in paragraph (1) will include, obligatorily, all the specific elements of a contract, such as: assuming the use of the scholarship for the purpose for which it was granted, drafting activity reports certifying these activities, participating in the activities undertaken by the RCI during the stay them in the chosen countries, to mention in all scientific, public communications (printed press, radio, TV and internet sites), respectively in the materials written during the internship, the fact that the product was obtained as a result of the research carried out as scholarship holder of the Romanian Cultural Institute. Also, the exchange contract will contain specific clauses regarding the termination of the contract, as well as clauses regarding the restitution of the amounts granted in case of contract termination;

(3) In the case of translators, both trainees and professionals, to the aforementioned obligations is added the obligation to send, within 30 days from the end of the scholarship period, an extract of between five (5) pages, in in the case of trainee translators, and ten (10) pages for professional translators, of the translation they perform. Scholarship holders have the freedom to choose the desired fragment, which they will send, along with the extract from the work written in the original language;

(4) The drafting of reports (intermediate, where applicable, and final) is done in accordance with the specifics of each scholarship. The interim report and the final report must comply with the model provided by the annexes of this regulation. The report must be dated and signed by the fellow.

(5) In the case of translators in training, all types of activities specific to the scholarship, undertaken during the period of the internship, must be included, including extracts from the documents studied or those drawn up by the scholarship holder (research plan, calendar of activities, documents related to conferences, workshops etc.).

(6) In the case of scholarships that do not involve partner institutions, the scholarship holder is obliged, by contract, to provide proof of his travel to/from Romania, as the case may be, through plane, train, bus tickets, etc., as well as proof of participation in the activities undertaken at the institution mentioned in the application file.

(7) The final report for each scholarship must be submitted by December 15 of the budget year.

(8) If, under special conditions and for valid reasons, the scholarship period exceeds the end of the budget year, the final report must be sent within a maximum of fifteen (15) days from the end of the scholarship.
