Romanian Institute for Culture and Humanistic Research of Venice and Romanian Cultural Institute „Dimitrie Cantemir" of Istanbul

The Romanian Institute for Culture and Humanistic Research of Venice (RICHR Venice) and the Romanian Cultural Institute „Dimitrie Cantemir" of Istanbul (RCI Istanbul) announce the open call for visual art projects to be realised in 2012 under the title "Fostering Artistic Practices". The call is part of the joint visual arts programme of the RICHR Venice and the RCI Istanbul.

The aim of the programme is to encourage visual artists to engage with specific institutional profiles and legacies. The programme was initiated by the RICHR Venice in 2011.

Guidelines
I. Introduction The Romanian Institute for Culture and Humanistic Research of Venice and the Romanian Cultural Institute „Dimitrie Cantemir" of Istanbul organize the call for visual arts project proposals in 2012, according to art. 3, paragraph j of the Romanian Law no. 356/2003.

II. Agenda The theme of the open call for 2012 is Fostering Artistic Practices.

III. Concept The visual arts strategy of RICHR Venice and RCI Istanbul seeks to encourage artists to work with and understand the inherent processes of the specific profiles and legacies of RICHR Venice and RCI Istanbul respectively (their own positioning in the cultural landscape of the relevant city, their contribution to humanistic research, their history, their art collection and so forth).

The concept derives from the observation that contemporary art practices are more often than not based on the notion of history and its rewriting from a subjective standpoint.

The applicants will be asked to send a project proposal for an exhibition to be realised in the galleries of the RICHR Venice and RCI Istanbul. The contest is open to diverse approaches in visual arts, with a focus on creative actions/gestures/answers that use languages and strategies particular to human sciences (sociology, anthropology, history etc.).

IV. Board Members
The board of the contest will be comprised of specialists in visual arts, who are not employees of the Romanian Cultural Institute. An exception from this rule is made by one representative of RICHR Venice and one representative of RCI Istanbul, who will have a vote towards the feasibility of the projects. Members of the board will be designated by the order of the President of the Romanian Cultural Institute on proposal of RICHR Venice and RCI Istanbul.
The board will meet yearly in Bucharest in order to evaluate and select the most suitable projects.

V. Selection criteria 1. The project proposal should take into consideration the theme proposed by the jury;
2. The motivation of the project;
3. The feasibility of the project (considering practical issues that may appear during the realization of the project, within time and budget limitations);
4. The suitability of the project for the galleries offered.

VI. Exhibition Projects For 2012, the visual arts programme of RICHR Venice and RCI Istanbul will include a maximum of three projects, according to the potential of the exhibition spaces. Two projects will be realised in Venice and one will be realised in Istanbul. One can apply with an itinerant project Venice-Istanbul or vice versa and will benefit of both RCI contributions, with the condition of the negotiation of the budget. The board has the right to choose one project that was meant to be itinerant Venice-Istanbul to be realised just in Venice or Istanbul.

The exhibition spaces to be used are: The Small Gallery (Attachment no.1), The New Gallery (Attachment no. 2) of RICHR Venice and Depo Gallery of Istanbul http://www.depoistanbul.net/en/ (Attachment no. 3)

VII. Support for the projects The Romanian Cultural Institute will contribute towards the realisation of the project with a budget up to 14 000 Euro per project in Venice / 15 000 USD for Istanbul. The budget will be decided by the jury considering the estimated project costs and according to the financial procedures of the Romanian Cultural Institute.

The financial support will be given to individual artists only (not to legally constituted organisations) according to the present guideline and respecting the guidelines of the given budget.

The material support is given on the basis of the jury's decision. The jury will also give recommendations towards the amount of material support.

The participants can ask for an itinerant project between the RICHR Venice and RCI Istanbul, with the condition of the negotiation of the budget. The participants can not receive financial support from the Romanian Cultural Institute for more than one project taking place, in the present contest, within the fiscal year for which the contest was organized.

VIII. Applying The contest is public and open to Romanian and international professionals who develop art projects.
Exclusions apply to the Board Members, the persons who ellaborated the rules of the contest, the Romanian Cultural Institute's employees in Bucharest or abroad, and their families extended to the second degree next to kin of the persons nominated above.

The applicants must submit the following:
- The application form dated and signed (Attachment no. 4);
- Curriculum Vitae in English;
- Image portfolio of the proposed project or of previous works;
- Drawings that will present the project at scale (chosen by the author), including perspectives, plans, sketches, models, cross sections and other details (optional);
- Description of the project;
- Estimated budget, detailed on expenses categories (the contribution of the Romanian Cultural Institute will not exceed the amount of 14 000 Euros for Venice / 15 000 USD for Istanbul).

A project can be realised in one or both galleries of the RICHR Venice.
One can apply with one project or for a single space, or for both spaces jointly at RICHR Venice.

The deadline for receiving the proposals is 31 January 2012 (postal submission).
The submited documents, received at the Romanian Cultural Institute of Bucharest, will not be returned to their authors after the evaluation.

IX. Contestations Contestations will be accepted only with regard to the procedures of organizing the contest in the period of time indicated in chapter X.
Contestations will be sent by email to: valentina.andrei@icr.ro and anca.hrab@icr.ro.

The contestations will be examined by a jury composed of an odd number of members, designated by an order of the President of Romanian Cultural Institute. The board members of the contest cannot take part in the contestations jury. The contestations will be answered within 3 working days from the deadline of their receiving.

X. Calendar - Public announcement of the contest: 7 November 2011
- Submission deadline (postal submission): 31 January 2012;
- Applications evaluation: 21-22 February 2012;
- Announcement of results: 24 February 2012;
- Contestation period: 27 – 29 February 2012 ;
- Announcement of contestation results: 8 March 2012.
