The conference is organized by the European Forum, The Hebrew University of Jerusalem, with the support of academic institutions and diplomatic representatives of the European states in Israel.
The Romanian Cultural Institute in Tel Aviv promotes the Romanian presence in the event.
Twenty years after the breaking of barriers, which eventually brought to the unification of East and West Europe, EUrope is facing many internal and external challenges. The international conference "1989-2009. Taking Stock of East-West EUnification" seeks to examine these challenges and focus on the ongoing struggle to find unity within diversity. The conference will deal with the processes that have transformed the continent and will ask to what extent is EUrope actually united and can be united. The sessions will focus on the political, economic, social, cultural and artistic perspectives of the EUnification process of East and West Europe in the last two decades.
Gabriela Dragan, PhD, Professor at the Faculty of International Business and Economics, Economic University, Bucharest and General Director of the European Institute of Romania, will present the paper entitled Regional cooperation in the enlarged European Union. Romania's role as the new Eastern border of the EU.
The paper addresses the regional cooperation in the enlarged European Union and presents the general framework of the EU specific policies dealing with this issue. The paper focuses on some limits of the EU interventions in the field of regional cooperation, especially concerning the European Neighborhood Policy and proposes some specific recommendations in order to improve the EU efficiency.

המכון הרומני לתרבות בת"א מתכבד להזמינך לכנס הבין-לאומי "1989 – 2009: הערכתו של האיחוד מזרח – מערב", שיתקיים בימים 14-15 ליוני 2009, במרכז הכנסים ע"ש קונרד אדנאואר, משכנות שעננים בירושלים.
הכנס מאורגן ע"י פורום אירופה באוניברסיטה העברית בירושלים, בחסות מספר מוסדיות אקדמאים ונציגויות דיפלומטיות של ארצות אירופיות בישראל. המכון הרומני לתרבות בת"א מפרסם את השתתפות הרומנית בכנס זה.
נושא הכנס מתחיל מהרעיון ששנת ה-1989 ביצעה שינוי רדיקאלי באירופה ובעולם בכלל. רגע היסטורי בלתי נשכח היה איחוד מחדש של מזרח אירופה ומערב אירופה. עשרים שנים אחרי מכן, אירופה היא "עכשיו, מאוחדת יותר מתמיד" והוכיחה את עצמה ביוזמת השלום, היציבות, הדמוקרטיה, הצמיחה. לאומת זאת קיימים גם בעיתיות, כשלונות, אתגרים ... מטרטתו של הכנס היא אנליזה ועריכה של האתגרים האלה, כמו כן של האפשרויות לפתור את בעיתיות. הדיונים חוקרים את התהליכים ששינו את היבשת במשך עשרים השנים האחרונות וינסו להחשיב כמה באמת אירופה מאוחדת ואיך יכול (וצריך) להראות האיחוד הזה מזווית פוליטית , כלכלית, חברתית, תרבותית ואמנותית.
הרצאתה של פרופ' גבריאלה דראגן / Gabriela Drăgan (מרצה בפקולטה ליחסים כלכלים בין-לאומים מהאקדמיה ללימודי כלכלה בבוקרשט ומנהלת המכון האירופי ברומניה) – שיתוף פעולה אזורי באיחוד האירופי המורחב. תפקידה של רומניה בהיותה הגבול המזרחי החדש של איחוד האירופי – מרוכזת על שיתוף פעולה אזורי, במיוחד על מסגרת של מדיניות משותפת בתחום הזה. פרופ' דראגן תגלה את גבול האפשרויות להערבותו של איחוד האירופי בתחום שיתוף הפעולה האזורי, במיוחד במדיוניות השכנות ומציעה המלצות ספציפיות לשיפור הביצוע והיעילות של איחוד האירופי.
