Chengdu Declaration on Arts Cooperation (2019-2020) between China and Central and Eastern European Countries

In accordance with the spirit of the meetings between leaders from China and Central and Eastern European Countries since 2012 and the consensus of the 2016Riga Guidelines for Cooperation between China and Central and Eastern European Countries, in order to implement the Cultural Cooperation Plan between China and Central and East European Countries for the Years 2018-2019 adopted by the 3rd Ministerial Forum on Cultural Cooperation between China and Central and Eastern European Countries, and to consolidate and expand the achievements of the 1st Forum on Arts Cooperation between China and Central and Eastern European Countries, we, artistic representatives from the Republic of Albania, Bosnia and Herzegovina, the Republic of Bulgaria, the People’s Republic of China, the Republic of Croatia, the Czech Republic, the Republic of Estonia, Hungary, the Republic of Latvia, the Republic of Lithuania, the Republic of Macedonia, Montenegro, the Republic of Poland, Romania, the Republic of Serbia, the Slovak Republic, and the Republic of Slovenia, gathered in Chengdu, China on 10-15 June, 2018 on the occasion of the 2nd Forum on Arts Cooperation between China and Central and Eastern European Countries (hereinafter referred to as “the Forum”) co-organized by the Ministry of Culture and Tourism of the People’s Republic of China and the People’s Government of Sichuan Province and issued a declaration

as follows:

- We gathered here to discuss the theme of the forum and to speak freely. We conducted extensive and in-depth discussions and shared our achievements, experiences, and ideas on the creation of contemporary art.

- We have a consensus that traditional culture is a kind of treasure formed and accumulated within the historical progress of each nation. It is our permanent spiritual home, goes hand in hand with us, and connects the present life. The development of contemporary art is inseparable from the nourishment of traditional culture. The progress of contemporary art is impossible without the transformation and innovation of traditional culture. The essence of contemporary art shines withthe brilliance of excellent traditional culture.

- China has different historical and cultural traditions from Central and Eastern European countries (CEECs) and different development paths. However, they all share common thinking, concern and expectation for the continuity of tradition and innovation and development. To this end, we believe that there should be frequent contact between countries to inspire ideas, broaden horizons, and learn from each other to close the gap through mutual elaboration, exchanges and collision of minds, so as to produce more in-depth and constructive collaborative achievement and appreciate the beauty of arts that transcends all boundaries.

- The potential for artistic cooperation between China and CEECs is immense and has broad prospects. Apart from theoretical discussions, academic research, and contention between a hundred schools of thought, such cooperation also requires practice, perseverance.

- The China-CEEC Culture Season held in China in 2017 has accumulated rich experience for pragmatic cooperation among 16+1 countries. It has opened up a new situation and embodied the organic combination of theory and practice. We propose the 2ndChina-CEEC Culture Season in 2019 with a view to further implement the willingness and consensus to cooperate reached by all parties during the Forum.

- Since the inaugural China-CEEC Arts Cooperation Forum held in 2016, the China-CEEC Dance Culture Union, the China-CEEC Music Academies Union, the China-CEEC Arts Creation and Research Centre, and the China-CEEC Coordination Centre for Cultural Cooperation have been established. During the Forum, we witnessed the inaugaration of the China-CEEC Training and Practice Centre for Young Art Talents and the China-CEEC Cultural and Creative Industry Exchange and Cooperation Centre.

To this end, we should maximize the use of the above-mentioned platforms, actively participate in various activities initiated and organized by them, strive to maintain the normal operation of the platforms, and form a positive collaboration with each other which supports, interconnects, and complements each other, so as to build a larger and denser network of China-CEEC arts cooperation.

- Chengdu boasts a long history of more than 2,600 years and a splendid culture. As an important node city of theBelt and RoadInitiative, Chengdu is committed to developing the Tianfu Culture and strives to build a world cultural city. We hope that with the help of the Forum, relying on Chengdu’s profound historical background and unique human resources, we will vigorously promote in-depth exchanges and pragmatic cooperation among art organizations, academies, festivals, artist groups and individuals between China and Central and Eastern European countries.

Chengdu will be used as a fulcrum city for China-CEEC arts cooperation. It will use artistic language to communicate emotions and bridge mutual understanding between our people.
