GENERAL REGULATION on the granting of scholarships for research and documentation, as well as ensuring other forms of material support (residences).
CHAPTER I
GENERAL DISPOSITIONS
Art. 1
(1) Research and Documentation Scholarships and other forms of material support
(residency) are granted to individuals under the conditions set out in this
Regulation by matching the amounts allocated to this purpose.
(2) Amounts granted for research and documentation scholarships and other forms
of material support (residence) shall be used only for the purpose for which
they were allocated.
Art. 2
(1) The contract staff of the Romanian Cultural Institute cannot benefit from
these research and documentation scholarships and other forms of material
support (residence) during the period of the individual labour contract.
(2) Individuals may benefit from one type of scholarship for research and documentation or other forms of material support (residence) only once during a budget year.
(3) Individuals can not benefit from the same type of research and documentation scholarship or other forms of material support (residence) for two consecutive years.
Art. 3
Romanian Cultural Institutes from abroad may organize assessment and selection
sessions at their premises under the conditions set out in this Regulation and
its annexes.
CHAPTER II
PROCEDURE
FOR GRANTING SCHOLARSHIPS FOR RESEARCH AND DOCUMENTATION AND OTHER MATERIAL
SUPPORT FORMS (RESIDENCES)
Art. 4
Research and documentation scholarships and other forms of material support
(residency) will be awarded for the following areas:
1. Visual arts, curators and critics of art, museology / museography;
2. Music and musicology;
3. Journalism;
4. Translations;
5. Architecture, Urbanism and Design;
6. Literature and literary criticism;
7. Cultural heritage;
8. Cultural management;
9. Economic Sciences;
10. Human and Social Sciences.
Art. 5
(1) Research and documentation scholarships and other forms of material support (residency) shall be awarded on the basis of an evaluation and selection procedure.
(2) For each budgetary year, the evaluation and selection sessions shall be organized in accordance with the Annexes to this Regulation.
(3) The President of the Romanian
Cultural Institute may approve the organization of other evaluation and
selection sessions on dates other than those mentioned in paragraph 2, subject
to the provisions of this Regulation.
Art. 6
(1) The announcement regarding the organization of the selection shall be published on the website of the Romanian Cultural Institute and on the websites of the Romanian cultural institutes abroad, as the case may be, and shall be displayed at their headquarters.
(2) The announcement of the organization of the selection shall include: the areas for which the selection is organized, the deadline for submitting the files, the documents included in the application file, the evaluation criteria and the amount allocated to each scholarship and other forms of material support.
Art. 7
(1) The application file for research and documentation scholarships and other forms of material support (residence) shall contain, in a binding and cumulative way, the following documents:
a) the application form, signed and dated, in which the name of the study scholarship and other forms of material support (residence), the period for which funding is requested, as well as the correspondence address and contact details of the applicant are included;
b) Curriculum vitae, containing, as appropriate: participation in colloquiums, seminars, conferences, congresses, communications, published works, projects carried out or in progress;
c) copy of the identity card / passport;
d) copies of the diploma of studies;
e) letter of intent and work plan;
f) two or three letters of recommendation (depending on the type of scholarship).
(2) The application file for scholarships and other forms of material support (residency) may contain relevant documents other than those mentioned in par. 1, as specified in the Annexes to this Regulation.
(3) The files submitted to the Romanian Cultural Institute's registry after the deadline for registration, but with the date of shipment included in the enrolment period, shall be declared eligible;
(4) In the exceptional situation where the number of files submitted does not exceed the number of scholarships allocated or the number of files is insufficient, the RSC reserves the right to extend the deadline with the agreement of the Director of the Directorate under whose coordination the Research and Documentary Scholarship Program and providing other forms of material support (residence).
Art. 8
The amount of scholarships for studies and other forms of material support (residence) is set out in the Annexes to this Regulation.
Art. 9
Criteria for assessing applications for grants for studies and other forms of material support (residence) will be communicated with the announcement of the organization of the selection according to art. 6 par. 1.
Art.10
(1) The grant of research and documentation scholarships and other forms of material support shall be based on the decision of the evaluation and selection committees.
(2) Evaluation and selection committees consist of an odd number of members, appointed by order of the Chairman of the Romanian Cultural Institute.
(3) The lists of proposals for the members of the selection and selection commissions will result from the consultation of the partner institutions of the RCI. In the case of committees made up of members from the academic environment, their selection will be made by the most representative higher education or research institutions in Romania. For scholarships for foreign cultural journalists it is advisable to consult the main media agencies, research institutes.
(4) These consultations shall take place at the request of the coordinators of the scholarship and residence program of the Scholarship Department within the Directorate of Programs of the Romanian Cultural Institute, as well as other program coordinators within the Romanian Cultural Institute, which organizes evaluation and selection sessions for scholarships or other forms of material support (residence).
(5) Lists received will be centralized by
program coordinators who have the obligation to submit them to the director of
the Directorate for Internal Programs for analysis. The selected proposals will
be submitted to the Steering Committee for the decision on the final
composition of the evaluation and selection committee and the list of alternates.
Art. 11
(1) Each request shall be analyzed by the members of the Commission and evaluated according to the provisions of Art. 9.
(2) The following shall be decided by the Committee:
a) the results of the selection (rankings resulting from the evaluation);
b) the period for the grant of research and documentation scholarships and other forms of material support (residence);
(3) The full list (admitted and rejected), including the results of the selection as well as the periods for the grant of research and documentation scholarships and other forms of material support (residencies), will be subject to the validation of the Steering Committee of the Romanian Cultural Institute before it will be published.
(4) To be submitted for information to the Steering Committee meeting and written recommendations on each of the applications declared ineligible, if any.
Art. 12
(1) The list containing the elements provided in art. 11 par. (2) shall be published on the website of the Romanian Cultural Institute and on the websites of the Romanian cultural institutes abroad, as the case may be, and shall be displayed at their headquarters within maximum ten days from the issuing of the decision by the evaluation commission and selection.
(2) Complaints may be filed in writing within a maximum of three working days from the date of publication of the list.
Art. 13
(1) Appeals shall be registered at the headquarters of the Romanian Cultural Institute, Bucharest, Aleea Alexandru street, no. 38, sector 1, or at the headquarters of the Romanian cultural institutes abroad, as the case may be, as well as by fax.
(2) The Appeals Commission shall be composed of an odd number of members, which may include representatives from the department under whose coordination the Scholarship Program is located, respectively the Directorate administering this program. The committee for the resolution of appeals may not include the persons who previously were members of the initial evaluation and selection committees.
(3) The composition of the appeal panel and the list of alternates shall be decided together with the composition of the Evaluation and Selection Board at the meeting of the Steering Committee. Proposals on the composition of the appeal panel will come from the Directorate that coordinates the Research and Documentation Scholarship Program as well as other forms of material support (residency);
(4) The appeals shall be resolved within ten (10) working days from the expiry of the deadline for submitting complaints.
(5) Results on the settlement of appeals shall be communicated individually to the candidates by means of an official letter from the Romanian Cultural Institute.
Art. 14
(1) Granting of scholarships for research and documentation and other forms of material support (residency) is made on the basis of a contract concluded between the Romanian Cultural Institute and the beneficiary. The contract will be signed by December 31st, 2018 at the latest, for the session in which the beneficiary was selected. After this date, the beneficiary will be denied the right to receive the scholarship. Exceptionally, the contract may also be signed after this date but not later than 3 months calculated until the announcement of the next selection session within the same type of program if the beneficiary has been prevented by a force majeure or by a later event beyond his or her will and which can be proven.
(2) The contract stipulated under paragraph (1) will necessarily include the obligations of the beneficiaries as follows: assuming the use of the scholarship for the purpose for which they were granted, drawing up activity reports certifying these activities, participating in the activities undertaken by the RCI during their stay in the countries chosen to mention in all scientific, public communications (written press, radio, TV and Internet sites), respectively in the materials written during the traineeship, that the product was obtained from the research carried out as a scholar of the Romanian Cultural Institute. The contract will also contain specific clauses on the termination of the contract as well as clauses on the refund of the amounts awarded in the event of termination of the contract. In the case of translators, both trainees and professionals, the obligation to send within 30 days of the expiration of the exchange period an extra five (5) pages in the case of translators in training and ten (10) pages for professional translators, from the translation it performs. Fellows are free to choose the desired piece, which they will send along with the extract of the written work in the original language.
(3) The drafting of reports (intermediate, where appropriate, and final) is made in accordance with the specifics of each scholarship. The interim report and final report shall be in accordance with the model set out in the Annexes to this Regulation, except in the case of translators in training, covering all types of specific scholarship activities undertaken during the traineeship, including extracts from the papers studied or those drawn up by to the scholar (research plan, calendar of activities, papers related to conferences, workshops etc.). Once prepared, the report must be dated and signed by the scholar. In the case of scholarships that do not involve partner institutions, the fellow is obliged, by contract, to prove his / her travel to / from Romania, as appropriate, by plane tickets, train, coach etc., as well as proof of participation in the activities undertaken at the institution referred to in the application file.
(4) In the case of scholarships for participants who are abroad but who perform their internship on the territory of Romania, the signing of the scholarship contract shall take place before the actual start of the traineeship stipulated in the contract.
