Through its international network, the General Department for Romanian Cultural Institutes Abroad (G.D.R.C.I.A.) promotes cultural dialogue and relations, with the aim of integrating Romanian cultural values into the European and worldwide circuit.
The specific goals of the Department are to increase the mobility of arts professionals and their work and to enhance cultural co-operation in relation to the dynamic of European and worldwide markets. Through the programmes, projects and cultural actions it carries on, the Department pre-eminently promotes the contemporary arts, aimed at active audiences abroad. Likewise, the G.D.R.C.I.A. fosters and supports the teaching of Romanian as a foreign language and the dissemination of knowledge of Romanian civilisation in the cultural spaces within which it operates.

The General Department for Romanian Cultural Institutes Abroad consists of a competent and dedicated team, whose energy ensures a climate in which efficacy, flexibility and dynamism take precedence. In accordance with its goals and objectives, the G.D.R.C.I.A. is made up of the Department for Monitoring the Programmes of Romanian Cultural Institutes Abroad and the Romanian Cultural Institutes Abroad Programmes Service.

The Department for Monitoring the Programmes of Romanian Cultural Institutes Abroad initiates and implements structured policies to track and evaluate the activities of Romanian Cultural Institutes abroad, with a view to continuous improvement of cultural services and the management process, as well as seeking to foster better awareness and dissemination of the Romanian Cultural Institute's overall mission, strategy and goals. The department's policies are participative and adapted to the organisational structure and culture specific to each individual Romanian Cultural Institute abroad.

The Romanian Cultural Institutes Abroad Programmes Service draws up, analyses, administers and implements, together with the institutes abroad, the cultural programmes and projects implemented within the network. The sixteen Romanian Cultural Institutes abroad unfold a sustained activity, organising on average twelve to fourteen cultural projects a week.
