HUMAN RESOURCES DEPARTMENT
The Human Resources Department reports to the President of the Romanian Cultural Institute. The Human Resources Department is headed by a department chief and exercises the following main attributes:
1. Draws up the Institute’s job rules on the basis of budget provisions communicated by the Department General for Economic Affairs, which it submits for comment by the Managing Committee and then for approval by the chief accountant;
2. Draws up the Institute’s personnel rules and submits them for comment by the Managing Committee and then for approval by the chief accountant; updates the personnel rules on the basis of modifications to the personnel structure or salary rights;
3. Ensures the execution of the annual individual performance evaluation process, in collaboration with the other divisions;
4. Draws up and manages the documentation provided for by the regulations in effect relating to salaries and other rights accruing to the active personnel (the administration of job descriptions, the determination of the total score obtained by the employee as a result of the individual performance evaluation, the drawing up of job nomination orders following contests to fill open positions, as well as orders for promotion or firing, etc.);
5. Assures that the database tracking the size of the staff, the structure of the staff by position, professional rank and degree, as well as salaries due, the level of compensation for leadership positions, raises, and merit pay;
6. Draws up statistical reports regarding personnel data requested by the Ministry of Labor and by the Ministry of Economy and Finance;
7. Guarantees the validity of entries in employment record books;
8. Introduces information into the general record of employees, in accordance with the law;
9. Administers employees’ professional files;
10. Determines personnel recruitment and selection criteria, in collaboration with the specialized divisions of the Institute;
11. Collaborates with the other divisions to draw up topics and bibliographies for the organization of contests to fill vacant positions;
12. Organizes the commissions for hiring and promotion of personnel;
13. Provides for the documentation of personnel and creates databases necessary for hiring and establishing compensation rights;
14. Centralizes and monitors the scheduling of vacations for the Institute’s employees;
15. Draws up retirement files for the Institute’s employees that meet the legal conditions for retirement;
16. Draws up and administers work contracts, in accordance with the law;
17. Draws up and keeps records of employees’ identity cards;
18. Collaborates with other departments and divisions to achieve their proposed objectives and fulfill their specific attributes.
19. Carries out any other attributes determined by law, as well as those expressly conferred by the Institute’s leadership.
