Romanian Cultural Institutes promote cultural dialogue and relations between Romania and Austria, Belgium, the Czech Republic, France,
Germany, Hungary, Israel, Italy, Poland, Portugal, Spain, Sweden, Turkey, the United Kingdom and the United States of America, by disseminating cultural information and integrating Romanian cultural values within the European and international circuit. At the same time, the Institutes encourage and support the teaching of Romanian as a foreign language and intercultural and linguistic studies, and organise, in partnership with the Ministry of Foreign Affairs, individual events and ongoing campaigns of public diplomacy to promote bilateral relations and a better understanding of Romanian culture internationally. The Department for Romanians Abroad is a specialized structure of the Romanian Cultural Institute which provides cultural and identity assistance to Romanians abroad. The activity of the Department for Romanians Abroad concerns two major categories of non-resident Romanians: those in countries neighboring Romania (and the Balkans), and those in the diaspora. Romanian communities around the world number approximately 10-12 million people.

The Grants Office administers the CANTEMIR Grants Programme, which was set up in 2006 as a co-financing Programme for cultural projects and actions developed abroad. The National Book Centre operates since 2007 as part of the Romanian Cultural Institute. It supports the translation and promotion of Romanian literature abroad, through its programmes: TPS (Translation and Publication Support Programme), 20 authors, Publishing Romania and the scholarship programme for new and professional translators of Romanian literature. The National Book Centre coordinates the participation in international book fairs, organizes meetings with publishers from various linguistic areas, meetings with authors and translators and ensures the presence of the Romanian writers at international cultural events.
